Benzene Waste NESHAP Adds New Control Option

In a December 4, 2003 final rule, the United States Environmental Protection Agency (USEPA) revised the Benzene NESHAP for benzene Waste Operations (40 CFR 61, Subpart FF) including coke by-product recovery plants, refineries and other facilities that treat, store, or dispose of benzene-containing waste.  The rule previously required a closed vent and control system on each affected storage tank.  The revision allows owners/operators that have storage tanks located within a permanent total enclosure to route emission from the storage tank enclosure to a closed-vent control system.  (68 FR 677932-677936).
