SECONDARY ALUMINUM MACT MINOR CHANGES

EPA published a direct final rule on September 3, 2004 (69 FR 53980) to make minor changes to the Secondary Aluminum MACT, which is codified in 40 CFR Part 63, Subpart RRR.  The changes include:

Deleting definition of “Internal Runaround” and replacing it with the definition of “Runaround scrap” (§63.1503)

bullet

Amending operating requirements for dross-only furnaces to be consistent with the definition for that type of furnace, where the furnace is to be operated using dross and salt flux as the sole feedstock. (§63.1506)

bullet

Amending §63.1512(g) to state that the testing of dross only furnaces is to be performed while the unit processes only dross and salt flux.

Including units for emissions of dioxin and furans (D/F) to clarify that the requirements for measurement of feed/charge weight applies to D/F emission limits in units of ug/Mg or gr/ton (§63.1506)

In Equation 4 in §63.1510, amending the units for Ti (amount of feed or aluminum produced for the emission unit for the 24-hr period) from only tons to tons or Mg.

Equation 7 in §63.1513 will only apply to HCl and PM emissions.  A separate equation (Equation 7A) will be added for computing D/F emissions in the appropriate measurement units for the standard (i.e. ug/Mg or gr/ton).

In §63.1516, excess emission reports will be due within 60 days after the end of the 6 month period instead of within 30 days after the calendar half, as required by §63.10(e)(3).  Also amending certification requirements for dross only furnaces to state only dross and salt flux were used as charge materials.

In Table 2 to Subpart RRR, revising the measurements units for the flux injection rate from lb/hr to kg/Mg or lb/ton.  For a copy of the direct final rule, go to:
