Jill W. Merrill, President . . .

has extensive experience in air quality, combustion, process engineering, and multimedia environmental compliance.  Industry experience includes power plants, coke and byproducts plants, metal production, coal processing plants, polymers, chemicals, coatings, furniture, paper and municipal and hazardous waste combustion.  Responsibilities have included engineering supervision, project management and senior technical review.  Expert in state and federal environmental programs covering air, emissions monitoring and testing. Engineering design experience includes incineration/combustion processes, emission control technology selection (VOC, acid gas, particulates, oxides of nitrogen, etc.) continuous emission monitoring, and catalysis.  Developed and implemented quality assurance programs and has received several awards for quality achievement, engineering excellence and technical competency.  Active in environmental, education, and engineering societies.

Robert N. Frey, Vice President . . .

for Air/Compliance Consultants, Inc. and has extensive experience in air quality and multimedia environmental compliance.  Mr. Frey is currently involved in all phases of air quality investigation including project supervision, work plan development, participation in and supervision of field sampling programs, dispersion modeling, and the preparation of air permit applications, emissions inventories and reports.  He has managed and participated in source and ambient air test programs throughout the United States under NSPS, NESHAPS and RCRA programs.  He has been involved with the preparation and submittal of PSD, construction and Title V permit applications and emissions inventories for industrial sources and remedial facilities nationwide.

Nancy M. Hirko, Senior Engineer II . . .

with over 25 years of experience as a chemical engineer, has been employed as a senior regulatory expert specializing in the areas of air and solid waste permitting and compliance.  Ms. Hirko is particularly knowledgeable in the areas of the Clean Air Act, NSPS, NESHAP, Title V Operating Permit program, PSD, NSR, emissions trading programs, MARSEC and Chemical security, RMP, and RCRA.  Her work experience has encompassed many source types, including steelmaking, cokemaking, combustion equipment – boilers, process heaters, combustion turbines, emergency generators, material handling, metalworking, surface coating, chemical process industry, ore refining, lime and cement kilns, and asphalt plants.  She has worked in industry for several of these plant types. She has prepared Title V permit applications and numerous installation permit applications for various industries in several states, mainly in Pennsylvania, Ohio, New York, New Jersey, Indiana, and Florida.

William A. Stanziana, Senior Scientist II . . .

is a meteorologist with more than 25 years of experience in the field of air quality monitoring, and environmental consulting.  He has extensive experience in and managing projects involving ambient air monitoring, source emissions testing, quality assurance, continuous emissions monitoring system (CEMS) instrumentation, indoor air quality, permitting, emissions inventories and industrial hygiene monitoring.

Mark C. Schooley, Senior Project Manager  . . .

has extensive experience in air quality, environmental engineering, project management, and environmental compliance.  His experience includes air emissions inventories, permitting, regulatory compliance, control technology analysis, and SARA Title III reporting.  He has conducted numerous New Source Review (NSR) evaluations including netting analysis, Top-Down BACT analysis and permitting.  Prior to entering the consulting field, Mr. Schooley was a permit review engineer for the Allegheny County (Pennsylvania) Air Quality Program.  He also has extensive experience in developing spreadsheet and database programs that enable various types of facilities to track and manage environmental information.

Donna Wilson, CIH, CHP . . .

for Air/Compliance Consultants, Inc, has over 30 years of experience in industrial hygiene and safety, occupational health and environmental compliance.  Her experience is derived from previous positions in medical, research, government, and environmental health consulting.  Ms. Wilson has been involved in all phases of industrial hygiene and environmental health consulting, including indoor air quality, workplace surveys for chemical contaminants and physical agents, and the development and auditing of occupational safety and health programs.  She is also experienced in Phase I and II environmental site investigations and the preparation of health-based risk assessments.

Sheri L. Guerrieri, PE, Senior Engineer . . .

has over 15 years of experience in the areas of air quality permitting, regulatory compliance, air emissions inventories and emission control technology evaluations. Prior to joining ACCI, she worked as Air Pollution Control Engineer III for the PADEP South Western Regional Office for 13 years.  Her career with PADEP began at the initiation of the RACT program.  This position provided her with extensive technical knowledge and experience in source compliance evaluation, application completeness determinations, regulatory analysis, writing regulatory and technical support documents, preparation of Comments and Response documents, conducting initial operation inspections, and issuing Plan Approvals, Title V Operating Permits, Synthetic Minor Operating Permits, State Only Operating Permits, RACT Operating Permits, and New Source Review/Prevention of Significant Deterioration (NSR/PSD) Permits.

Kimberly D. Coy, Senior Project Manager . . .

has extensive experience in the area of air quality permitting, regulatory compliance, air emissions inventories, emission control technology evaluations, SARA Title III Reporting, and regulatory auditing.  She has managed and completed numerous Installation and Operating Permit Applications for facilities in Pennsylvania under the PADEP and ACHD, as well as Ohio, West Virginia, New York, Iowa, Tennessee, North Carolina, and Indiana. She managed a New Source Review (NSR/PSD) Permit Application for a new facility in Ohio.  She has conducted numerous New Source Review (NSR) evaluations including netting analysis, Top-Down BACT analysis and permitting.  Through her numerous permitting activities, Ms. Coy has built solid relationships with regulators throughout Pennsylvania, Ohio, West Virginia, and New York.

Jaimes C. Contreras, Senior Scientist . . .

has extensive experience and leads stack testing and CEM projects for Air Compliance Consultants, Inc where he has participated in over 200 sources, fugitive and ambient air sampling programs.  His responsibilities include the management and performance of testing programs involving manual and continuous emission monitoring methods. He has been responsible for testing programs under the ACID Rain, NSPS, NESHAPS, RCRA, and the Boiler and Industrial Furnace (BIF) programs.  He is also responsible for conducting ambient air sampling programs and a variety of groundwater, surface water, soil and waste sampling programs.

William P. Cowell, Senior Engineer . . .

has extensive experience in Air Quality Permitting and Stack Testing.  His responsibilities include source testing, permitting, ambient air supply and SARA reporting.  He has managed over 200 source tests.  He has been involved in the certification of over 40 Continuous Emissions Monitoring Systems (CEMS) for facilities falling under 40 CFR, Part 75 or Part 60 regulations.  He is responsible for the maintenance, calibration, and operation of testing equipment and limited sample analysis. He has managed the preparation of numerous operating and installation permit applications.  He has also developed SARA 313 reports and Tier II for over 15 facilities.  Mr. Cowell has participated and directed numerous ambient air investigations.  The projects that Mr. Cowell has been involved have required on site meteorological data to be collected and sampling for TSP, VOCs, SVOCs, metals, and PM10.  Mr. Cowell’s responsibilities have included determination of sampling locations and methodology as well as air dispersion modeling.

serves as a Senior Scientist II at Air/Compliance Consultants, Inc. (ACCI). He has extensive experience in air quality assessment and is knowledgeable about water quality analysis, industrial pollution control, hazardous waste site assessments, and computer systems.  Mr. Ondriezek also has extensive analytical laboratory experience which includes familiarity with gas chromatography/mass spectrometry, inductively coupled plasma emissions, flame atomic absorption spectrometry, high performance liquid chromatography, ion chromatography, and graphite furnaces.
